How to Choose a Packaging Design Agency in India: The Guide With the Money and the Law In It
Every guide to choosing a packaging design agency in India skips the two things that decide the project: the money and the law on the pack. The four vendor types, cost tiers, the Legal Metrology and FSSAI questions to ask before signing, and the checks that separate specialists from decorators.

We read what ranks for this question before writing it. The guides that exist, all agency-authored, cover portfolios and process and never mention two things: a single rupee figure, or the statutory declarations Indian law requires on every pack. Which are, in our experience, the two places packaging projects actually fail. This guide has both.

The four kinds of vendor answering this search
Packaging specialists. Firms whose whole business is FMCG and D2C packs: NH1 Design in Delhi-NCR, whose own site shows work for ITC Sunfeast, Bira 91 and Fevicryl; DesignerPeople, Delhi-NCR, operating since 2003 per its own site, showing MDH, Haldirams and Dabur; Almond Branding in Mumbai, showing Amul, Marico and 3M India. Deep shelf instincts, high SKU throughput. The check to run: how much strategy sits under the shelf craft.
Design consultancies. Elephant Design, which describes itself as India's largest independent integrated design consultancy, shows Paper Boat, Saffola, Colgate and Tata Sampann on its own site; Lopez Design in Gurugram lists packaging among fourteen services alongside museums and wayfinding, with UNICEF and Titan on its client list. Enormous range; packaging may not be the core muscle, so ask who exactly does pack work.
Brand agencies with packaging inside the system. VGC, a Mumbai branding agency since 1997, and studios like ours, where the pack is one surface of an identity system built from positioning down. That is our lane: packaging inside a brand system built through the Discovery Blueprint, strongest for F&B and D2C founders launching or scaling a range. The check that catches us and everyone in this tier: ask for packs, plural, from one brand, and ask who handled print.
Award-and-directory players. Confetti Design is the instructive example: an FMCG specialist with a World Brand Design Society award for ITC Bingo work per its own site, and one of the strongest Clutch profiles in the category at 4.9 across 24 reviews with a $5,000 minimum. Directories are genuinely useful here: verified reviews plus stated minimums are the most honest public pricing signal this market offers.
The checks that actually separate them
- SKU scaling, not the hero pack. One beautiful pack is art direction. A system that holds at SKU twelve, where variants stay distinct at arm's length and the range still reads as one brand, is packaging design. Ask to see a full range and how its rules are documented.
- Structure or graphics, and who does which. Many agencies design the label and inherit the container. If your product needs structural work, dielines, or unusual materials, ask specifically who engineers that and who owns supplier coordination.
- Print production ownership. The gap between an approved PDF and ten thousand clean cartons is press checks, substrate choices, and artwork files a printer will not curse at. Ask who attends the first print run. "We hand over files" is an answer; price the risk it leaves with you.
- Compliance fluency, the skipped question. Indian packs carry mandatory declarations under the Legal Metrology (Packaged Commodities) Rules, and food packs answer to FSSAI labelling requirements on top. The agency does not need to be your lawyer; it does need to design the declaration panel as a first-class element, not a legal afterthought squeezed in at artwork stage. Ask any shortlisted agency how they handle the statutory panel; the quality of the answer is a proxy for how many real packs they have shipped.
- Process from brief to shelf. The stages, the approval gates, and where costs actually accrue are laid out in our packaging process teardown. Ask each agency to walk you through theirs; vagueness between "design approval" and "on shelf" is where timelines die.
The money, as honestly as it can be stated
Almost no Indian packaging agency publishes pricing; we checked the sites that rank, and the FAQ answer is always a version of "it depends". What is public: on Clutch's India packaging listings, stated minimums run from $1,000 to $10,000+ per project. Agency-authored roundups circulate indicative figures from roughly ₹30,000 to ₹50,000 for basic single-SKU graphics up to several lakhs for strategic multi-SKU systems; treat those as directional, since the sources are marketing content. The structural truths under any quote: packaging scales per SKU, structure costs more than graphics, and strategy is either priced in or missing. All fees + GST, and a proposal that does not itemize per-SKU scope is not comparable to one that does.
FAQ
How much does packaging design cost in India?
Single-SKU label graphics start around the tens of thousands; brand-plus-packaging systems for a launch range run into the lakhs; large multi-SKU programs go well beyond. Public directory minimums run $1,000 to $10,000+. The honest driver is SKU count times scope layers, + GST.
Should the packaging agency also do our branding?
If the brand does not exist yet, yes, in either order of vendor: a pack designed without a position underneath it gets redesigned when the brand arrives. If the brand system exists and is documented, a packaging specialist executing inside it works well.
Does the agency handle FSSAI and Legal Metrology compliance?
Agencies design for compliance; responsibility for the declarations stays with the brand. The workable division: you or your consultant confirm what must appear, the agency designs it properly into the pack. Walk from any agency that treats the statutory panel as something to squeeze in after approval.
Do we need an agency in our city?
Less than you would think, with two exceptions: press checks and structural sampling benefit from physical proximity, and category immersion matters for retail-heavy launches. Plenty of the strongest packaging work in India ships across cities.
